ESSEX COUNTY PROJECT MANAGEMENT OFFICE (PMO)

As an employee of Essex County Community Resources, a major project has been helping evolve a team that was primarily equipped for grant writing and grant administration to further achieving success as a full project lifecycle planning and management team for municipal capital infrastructure projects. Perform business analysis to ensure effective technologies, workflows and processes are utilized for municipal projects. These projects serve rural communities and the Community Resources Office acts as a full service provider for Planning, Project Management Procurement, Grant Writing, Environmental Permitting, Contract Management, and Funding Programs Compliance Management and Minority Business Officer (MBO).
EMS CONSOLIDATION PROGRAM

On behalf of Essex County, acquired a $6.5M NYS Department of State grant to fund an Emergency Medical Services (EMS) Program Consolidation grant. This provides the necessary funding to establish an EMS program at Essex County, provide direct EMT and Paramedic services to the public and staff augmentation to other EMS agencies in the County. The programs primary goal is to reduce 911 call responses, provide full time career paths for EMS practitioners, supplement volunteer EMS squads and increase the level of service available to the various geographically separated communities in Essex County.
COUNTY-WIDE SHARED SERVICES INITIATIVE

The County-Wide Shared Services Initiative (CWSSI) generates property tax savings by enabling collaboration between local governments across the state.

Lead planning & collaboration to develop plans for Essex County and the (18) municipalities to utilize synergistic services between governments and departments to mitigate the requirement to hire services individually where possible. Plans included IT Networking and Domain Support, Planning & Grant Writing Services, GIS Mapping and Consulting, Assessors & Real Property Support, Procurement & Contract Management. In 2019, awarded The NYS Dept of State 'Secretaries Choice Award' for the anticipated savings of $7.3M over a 10-year term
AERIAL MAPPING PROGRAM (DRONE MAPPING)

Under FAA Part 107 rules, created a program for conducting unmanned systems (aka, 'drone') aerial mapping and job site image gathering to provide detailed imagery to support various project planning and construction management activities. Utilize the venerable DJI Phantom 4 RTK system for mapping missions and the nimble DJI Mavic Mini to get close, analytical views of critical municipal infrastructure. This program has saved the County from having hire our specifically for aerial mapping on multiple projects, and prevented entry into high-risk environments to acquire the necessary data to support the projects.
WATER & SEWER UTILITIES PORTFOLIO MANAGEMENT

Manage the portfolio to various water, sewer and storm water municipal capital infrastructure projects within Essex County. This consists of applying PMI's best management practices across the suite of community projects and across the entire project lifecycle: planning, stakeholder definition, scope development, budget development, funding acquisition, consultant/contractor acquisition, contract management, funding program compliance management, procurement management and compliance audits/closeout. All projects & procurements must remain IAW General Municipal Law.
Current Portfolio volume is approximately $44M.
ISR GROUP UAS AIRFRIELD
2011 - 2013

ISR GROUP, INC. was a commercial contracting company centered around unmanned technologies. As Airfield Director, oversaw the construction and operations of the 6,400 acre range that included a 2,500' airfield, equipped with 2 aircraft hangars, a De-Tect collision avoidance radar system, (3) additional small UAS test ranges and a dedicated staff of Airspace Operators, Spectrum Coordinators, Safety Officers, UAS Pilots, UAS Instructors and Range Maintenance staff. The construction of this $10M facility took 2 years to complete and was successful in being certified by the FAA to host 8 different UAS programs, including approval for night time operations.
